The Traffic Injury Research Foundation (TIRF) is pleased to announce the publication of two additional modules: Certification, Calibration and Field Testing and Jurisdictional Reciprocity that are available to registered users. The new modules are part of the Alcohol Interlock Curriculum for Practitioners and were made possible through a cooperative agreement with the National Highway Traffic Safety Administration (NHTSA).
The focus of the Certification, Calibration and Field Testing module is to provide interlock practitioners with vital information about the certification, field testing, and calibration of alcohol interlock devices. The development of processes and protocols to manage the certification, field testing, and calibration of interlock devices is essential to maintain program integrity and to enable program administrators to effectively monitor interlock devices that are approved for use in their jurisdiction. It includes examples and templates of preferred models, protocols, and approaches that are used in leading programs across the United States. It is structured in an easy-to-follow Q&A format so that users can easily access the points of information most needed. To access the module, users must register to access the Instructor portion of the curriculum.
The Jurisdictional Reciprocity module describes strategies to enhance the effective management of offenders who are required to serve a period of interlock supervision by a jurisdiction where an impaired driving offense was committed but the offender resides in a different jurisdiction. The module provides interlock program administrators and criminal justice practitioners with information about:
- the nature and magnitude of the out-of-state offender problem;
- challenges associated with tracking and monitoring this offender population;
- available licensing and supervision mechanisms to track out-of-state offenders;
- factors for program administrators to consider during the creation of reciprocal agreements with other jurisdictions; and,
- strategies and opportunities to address the issue through collaboration with other jurisdictions and manufacturers.
Launched in 2009, the Alcohol Interlock Curriculum for Practitioners was developed to address the ongoing need to provide key professional groups with concise and comprehensive information about alcohol interlock devices and applications. Funding for the original curriculum was provided by the NHTSA, Alcohol Countermeasure Systems Corp. (ACS), Smart Start Inc., and Dräger Safety. Each module was developed through the hosting of workshops involving approximately 15 representatives from a diverse cross-section of agencies implicated in the delivery of alcohol interlock devices.
