As part of the project, TIRF will work with members of the I-95 Corridor Coalition in order to develop a working definition of persistent offenders and also to determine what extent they contribute to traffic-related deaths and injuries along the I-95 Corridor. In addition, TIRF will also survey several U.S. states to determine what programs and policies are currently in place to deal with these offenders.
The major goal of this project is to develop a best practices document that will outline several methods for state DOTs, criminal justice agencies, and other safety organizations to effectively deal with, target, and reduce the number of persistent traffic offenders.
The best practices document will be released in 2010.
