Micromobility in Canada: Risks, Regulations, Knowledge Gaps & Opportunities

The Canadian Automobile Association commissioned the Traffic Injury Research Foundation to conduct a study of Canadian and international research about road safety risks associated with e-bikes and e-scooters. It also examines current approaches to regulating their use. The findings provide much-needed guidance to inform policy discussions at all levels of government.

Micromobility devices have significantly transformed urban mobility in the past decade by offering convenient, eco-friendly and affordable alternatives to traditional motor vehicles. But they have also created some new challenges for urban planning and road safety. This report presents findings from an international review of the literature with respect to knowledge about the road safety risks associated with these devices. It also summarizes current legislative and regulatory practices and highlights important gaps. The results offer opportunities to improve data collection, address remaining research questions, and inform policy development at all levels. It also highlights diverse jurisdictional strategies for integrating these devices into transportation networks and include tips for safe riding.

More broadly, this report identifies important gaps in legislation, regulation and implementation to provide a framework for policy makers at Federal, provincial and municipal levels and road safety advocates. This knowledge can increase understanding about the use of these mobility options as well as provide direction regarding issues that warrant attention to optimize the safe implementation of these mobility options.
