TIRF Newly Licensed ELT Driver Final Survey

The Ontario Ministry of Transportation (MTO) released a new report, Evaluation of Ontario’s Mandatory Entry Level Training Program for Class A Drivers. A study of safety outcomes and curriculum post 2017 legislation, prepared by the Traffic Injury Research Foundation (TIRF). The report answers three questions:

  1. Has ELT had an effect on new Class A driver collision risk?
  2. Does the driving performance of a new Class A driver depend on which ELT service provider trained the driver?
  3. Does the ELT curriculum standard properly address the factors that lead to large truck collisions in Ontario?

This evaluation includes a comprehensive literature review, jurisdictional scans for Canada, the United States (U.S.), the European Union (EU) and Australia, and primary analysis of Ontario data. The findings and recommendations provide sufficient direction so that entry-level training for Class A drivers in the province can be enhanced to meet its full potential.
