An evaluation of the graduated licensing program in Nova Scotia

Nova Scotia implemented graduated driver licensing in October 1994. TIRF was contracted to conduct a comprehensive evaluation of the impact of this program in reducing deaths and injuries among teens and novice drivers in Nova Scotia. Research showed the program had been extremely effective in its first three years of operation – e.g., declines of over 30% in teen crashes. Project activities focused on (1) determining the contribution of specific features of the program to the overall crash reduction and (2) identifying the longer-term safety impact of the program on those who have graduated to a full licence.
